About the role:
Responsible for leading the development of procurement and contract management as strategic and value adding functions enabling the delivery of organisational business objectives and optimising procurement and contract management outcomes for the City of Unley.
You will establish appropriate governance mechanisms at a functional level within the organisation
to drive effective procurement practice across the organisation.

Key Responsibilities:
Provide leadership, support and direction to the broader organisation in accordance with the City of Unley's Leadership Capability Framework.
Work with areas of the business to identify cost drivers and strategies on reducing costs and optimising supply outcomes.
Interpret and apply statutory and common law obligations and ensure these are effectively embedded across all procurement contracts.
Consult widely through the organisation on the direction of business units and how the procurement and contract management functions can contribute.
Develop organisational guidelines and procedures for the development of Contract Management Plans, KPI's, performance reviews, governance structures, resources, benefits tracking and reporting.
Lead cross-functional teams in the evaluation of high-value and/or high-risk tenders.
Lead negotiations for high value, significant projects.
Develop detail spend models using data from a variety of sources, providing insight into supply markets and internal demand analysis.
Skills & Experience:
Demonstration of strong technical procurement skills and ability to interpret and apply contract law principles
Ability to collect, organise, and analyse data accurately and to provide information for corporate decision making
Demonstrated ability to lead, manage and develop people in order to manage work and resources across a range of complex projects
Networking skills to achieve effective relationships/and or partnerships with internal and external stakeholders
Strong understanding of risk management principles
Highly developed analytical and lateral thinking skills and the ability to take the initiative, drive changes and implement innovations
Strong team player, with the ability to demonstrate emotional intelligence and sound judgment whilst collaborating and cooperating on decisions and initiatives
About you:
Tertiary qualifications or extensive experience and proven achievement in procurement, finance/accounting, law or related area
Experience developing and implementing significant organisational change programs within a medium size organisation
Knowledge of modern procurement and contract management practices and trends, and project management principles
